Someone -- probably Fauci and his cohorts -- convinced him that a mandate would increase vaccine uptake and therefore reach the holy grail of herd immunity. That the mandate violated the Nuremberg Code was a pesky ethical issue easily ignored by the administration and most of the legacy media.
The mandate issued Sept 9, 2021 was good for about 2-3 percent additional uptake, and with no measurable effect on contagion. The anti-vax / anti-government blowback continues to this day. HHS and all of its daughter agencies have no one to blame but themselves.

Risk benefit analyses all around would help to make logical decisions.

The comparison with Elon Musk is bizarre. No one is dying as a result of alleged overstaffing, there are mounting concerns that already people are dying as a result of his reckless approach. On the other hand 100s of thousands were dying from COVID and there was a vaccine available that could reduce mortality by 90%. Staff can be reduced gradually and based on knowledge of the organisation and should be done by someone who knows what they are doing, and preferably not someone with a massive conflict of interest such as Musk.
Over 1.1 million Americans died of COVID. We had a very effective vaccine that was not used early enough or in enough people to prevent those deaths, and still you go on about this so-called dangerous vaccine. No doubt if there's another pandemic you'll be even more incompetent at managing it. Oh and then there is the measles outbreak due to poor vaccination rates.......
