That is because public health in the US has become nothing but a political puppet for the Democrat party with only tenuous connections to health -- all of which are driven by what will be useful politically, not what is good for health.
You should be advocating for a complete shutdown of the public health apparatus and those involved -- it has shown itself to be irredeemably corrupt. Perhaps some new, absolutely non-governmental structure could be put into place (or at least 50 structures where some might be legitimate) that might contribute to the public health. But you will not see the machinery announce that this was all a cock-up at any time in our lifetime unless there is new machinery.
